I looked it up, and apparently Cannibalism only lets you eat prisoners if you also have either Possessed or Lunatic, as well. Seems weird the trait doesn’t actually do anything (aside from lower your relationship values) unless you also have a second trait to go with it.
That is a bit weird – I guess it’s like a latent tendency, which (because it’s so extreme) one tends not to put into practice without an additional push of some kind.

It’s still very odd from a _mechanical_ point-of-view, though, even if the ‘additional push’ explanation kinda works for narrative or headcanon purposes…
