@4:30 Campster is mistaken. Canonically, you DO restore her arm and eye. But she keeps having nightmares about them being wrong or missing until just after the prelude mission, where her status… changes. They give no explanation to the few people who got through Dishonored 2 without restoring the good timeline.
And, just for the record, you learned before or dusting the Dust District mission that Meagan lost her arm and eye specifically because she arrived on the night of the summoning and saw what it did to Stilton and ended up fighting a bunch of guards and stuff in a rage.
